Hiring: General Manager, Waste Management – 1 Year Term Position

Summary: 

The Manager of the LLRRWMC is responsible for the overall operation of the Recycle Depot and the Landfill. This position reports to the Board of the LLRRWMC and as such, is responsible for providing administration services to the Board. The Manager is responsible for ensuring the compliance with all permits and related legislation to protect the interests of the LLRRWMC. 

This 1-year term position is set to begin in January 2025. The ideal candidate will have experience in the following fields: 
– Managing employees 
– Human Resources 
– Occupational Health & Safety 
– Building and editing reports & programs 
– Environmental protection & awareness 
– Public relations 

Operational Responsibilities: 

  1. Responsible for the safe and efficient overall operation of the solid waste and recycling facilities programs and service 
  1. Provide overall supervision to all LLRRWMC employees 
  1. Recruitment and retention of staff which may involve coordination with support agencies. 
  1. Operate the SARRC EcoCentre in accordance with the program criteria including material sorting, management, shipping and reporting. 
  1. Ensure compliance with the Mulit-Material Stewardship West (MMSW) agreement including accurate and timely reporting of eligible materials shipped and payments received. 
  1. Arrange for contract services when required. 
  1. Identify and promote professional development opportunities for all employees 
  1. Ensure the maintenance of all capital assets including buildings, equipment and land.   
  1. Identify and research opportunities for efficiencies in waste reduction and site management and assess the feasibility of those opportunities. 
  1. Maintain all documentation electronically and in paper copy for waste management operations including activities and operations of the board.   
  1. Source and secure operational materials and equipment as required. 
  1. Maintain documentation for Human Resources, Operation Plans, and Safety & Emergency Procedures as required. 
  1. Must have a Class 5 Drivers License 

Financial Management Responsibilities 

  1. Work with the LLRRWMC Board and bookkeeper to develop annual operating and capital budgets and monitor monthly performance related to both.  
  1. Schedule and facilitate quarterly board meetings and keep board members up to date via email, on a monthly basis 

Knowledge and Skills: 

  • Good working knowledge of solid waste management systems and environmental issues relevant to the operating area. 
  • Well developed organizational skills and attention to detail; ability to learn and apply new skills; prioritize and competently manage variety of activities 
  • Ability to prioritize work, balance multiple tasks and meet deadlines 
  • Effective oral and written communication skills 
  • Ability to supervise staff effectively  
  • Ability to establish and maintain good working relationships with board members, regulators and the public  
  • Proficient computer skills, including working experience with Microsoft Office and other software programs as may be required. 
  • Landfill operation and engineering knowledge is an asset 
  • SWANA training or equivalent is considered an asset 
  • Familiar with waste regulations and operating procedures is an asset 
  • Grant application knowledge and research potential is an asset 
  • Experience & knowledge of heavy equipment is an asset 
  • Familiar with OH&S program and requirements is an asset 
  • Experience in the role of Human Resources within a company considered an asset 

Accountability/Responsibility 

  • This position reports to the LLRRWMC Board of Directors. 
  • The position will be expected to interact with and consult daily, with the Equipment Operators, Lead Hand, Yard Attendant, Gate Attendant, Truck Drivers, Bookkeeper, and Recycle Techs 1 &2 including execution of their assigned responsibilities as well as observing & appraising work performance and approving all absences. 
  • The position will have daily interaction with vendors, stakeholder residents, contractors, customer waste generators and hauling contractors. 
  • The decisions made by the position in the course of executing her/his work duties can significantly affect the operation and its public image. A high degree of good judgment, diligence and duty of care is required. 
  • Responsible for ensuring LLRRWMC budget is being met and followed 
  • Responsible for organizing Board Meetings 
  • Responsible for ensuring all Permit requirements are met 
  • Meet & exceed Site compliance and Regulatory Standards 
  • Letters, memos and reports 
  • Equipment is maintained in a timely manner 
  • Inspections and record keeping is being maintained 
  • Working with agencies to hire seasonal workers where needed 

Unique Position Requirements 

  • May be required to exert physical effort in handling objects. 
  • May be exposed to physical occupational risks (cuts, burns, exposure to toxic chemicals, etc.). 
  • Exposure to physical environment which involves dirt, odors, potentially toxic materials, noise, weather extremes or similar elements. 
  • Work week and schedule may vary. 
  • On-call 24/7, for both Recycle Depot & Landfill employees & all Emergency situations, as well as public customers concerns & questions and transfer stations. 
  • Responsible for all employees, buildings and assets of LLRRWMC, including daily contact with Drivers, their whereabouts, emergencies, repairs and radio communication. Ensuring overall safety 
  • Public communication, information and events (could include being active on social media, being active in the community, volunteer work, hosting & collaborating with events, keeping website accurate & up to date, etc.)
